Rule 22
Order of speaking in the discussion
The order of speaking and answering in the discussion shall be as follows:-(a) After the member who presented the proposal has spoken, the members in the order called or gestured by the chairman may speak, (b) Except as otherwise written in these regulations, no member may speak without the permission of the chairman. Not allowed to speak more than once on the same proposal, (c) The member who presented the proposal may speak again at the end of the discussion for the purpose of the answer day, regardless of whether or not he has participated in the discussion regarding that proposal, the proposing member may not speak again after giving the answer without taking the permission of the chairman, (d) ) The member submitting the amendment to the motion shall not have the right to reply without the permission of the Chairman, and (e) the discussion shall be deemed to have ended after the member submitting the motion has replied.
